Application Instructions

All travelers wishing to travel to countries, or engage in business with entities, subject to the administration and enforcement of U.S. economic embargoes and trade sanctions must submit the proposed trip and provide the appropriate U.S. Government approval documentation. No travel to U.S. sanctioned countries or business interaction with sanctioned entities may be conducted without U.S. Government and university approval

Policy on Sanctioned Countries

Northeastern University’s Policy on International Travel requires advance approval for university-sponsored travel to countries subject to U.S. sanctions regulations. In addition such travel may require a license. The Department of Treasury, Office of Foreign Assets Control (OFAC) broadly regulates and restricts interactions with embargoed/sanctioned countries. These restrictions vary depending on the country and change frequently depending on our economic and political relations. Most travel to and transactions within or in connection with embargoed/sanctioned countries require an export license which will likely affect your research and educational relations. There are other more limited, regime-based sanctions which focus on specific goods, technologies, services and/or transactions with specific entities or persons. See OFAC’s current list of sanctions: OFAC Sanctions Programs and Country Information.   Finally, there may be special considerations and security risks for travel to certain other countries. Notably, there are heightened cybersecurity risks for travel to China and Russia. Please complete and submit this form to International Security Office at least one month prior to travel.
